“When the system fails, how can citizens push authorities to act — and measure whether that pressure leads to change?”

Canine welfare · EU / Poland
WHAT THIS INVESTIGATION IS ABOUT

The system is there. But when an animal needs help, getting it to work can become a struggle of its own.

You report it. You contact authorities. You follow the process. But what happens when following the process gets you nowhere?

What, then, is the system actually protecting?

The problem is bigger than one country. I looked at it through a European Union lens, using Poland as a focused case study.

Poland was the case study — not the boundary.
